The Harmonious Volunteer Center was founded by Irvin B. Shannon and Delores Lee (deceased) in January, 1998 in Philadelphia (Germantown) section, Pennsylvania. Shannon serves as Chairman of the Board of Directors; Executive Director with the Office of the Executive Director to handle day to day operations on behalf of the organization. As the founder, Shannon is responsible for establishing a $2.2 million dollar staffing budget for his team of volunteers.
